Hz. Ömer İslam tarihinde müstesna bir yeri bulunan, İslamî ilimlerde ve başta Kur’an/
tefsir yorumlarında temayüz etmiş en önemli kişiliklerdendir. İslam’ı kabul ettikten sonra
Hz. Peygamber’in ashabı arasında eşsiz bir konuma sahip olmuştur. Hz. Peygamber’in
vefatı öncesi ve sonrasındaki yaşantısıyla, Kur’an ve Sünnetteki hükümlere bağlılığıyla
ve hilafet dönemindeki hassas ve dengeli yönetim anlayışıyla büyüklüğünü ispat etmiştir.
Bütün bunların yanısıra Hz. Ömer, Kur’an’ın nüzul sürecindeki olgu ve olaylara
vukufiyeti ve her planda dillendirmekten çekinmediği özgün fikir ve içtihatlarıyla, fıkhi
derinliği olduğunu da göstermiştir.
Bu makalede değişen zaman ve şartlara göre Hz. Ömer’in Kur’an’ın bazı hükümlerini
uygulamaması ya da ayetlerde belirtilenden farklı şekilde uygulaması gibi içtihat ve
yorumlarıyla ilgili rivayetlere yer verilmiştir. Söz konusu içtihatlarla ilgili rivayetlerden
Hz. Ömer’in Kur’an’daki herhangi bir ayetin hükmünü iptal etmediği, sadece askıya
aldığı sonucuna varılmıştır.
Abstract
Omar is one of the most important personalities with an exceptional position in Islamic
history and which has come to the fore in Islamic sciences and especially in the Qur’an/
tafsir interpretations. After accepting Islam, he gained a unique position among the
companions of the Prophet. Omar proved his greatness with his life before and after the
death of the Prophet, his devotion to the Qur’an and the Sunnah, and his understanding
of the delicate and balanced administration during the calip hate period. Besides all this,
Omar also showed that he had a depth of fiqh with his deep understanding about facts
and events in the process of the nuzūl and with original opinions and jurisprudences,
which he had never hesitated to express in every plan.
This article contains narrations about the interpretations of Omar and the jurisprudence
of him according to the changing time and circumstances, such as not applying
certain judgements of the Qur’an or applying them in a different way. It was concluded
from these narrations about the jurisprudences that Omar did not cancel the judgement
of any verse in the Qur’an, but only suspended it.
